{"id":252,"date":"2017-08-14T16:58:59","date_gmt":"2017-08-14T16:58:59","guid":{"rendered":"http:\/\/blogs.ams.org\/capitalcurrents\/?p=252"},"modified":"2017-08-28T14:58:29","modified_gmt":"2017-08-28T18:58:29","slug":"redistricting-on-my-mind","status":"publish","type":"post","link":"https:\/\/blogs.ams.org\/capitalcurrents\/2017\/08\/14\/redistricting-on-my-mind\/","title":{"rendered":"Redistricting on my mind"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>My past few weeks have been filled with thoughts of redistricting \u2013 I gave a talk at <a href=\"https:\/\/www.maa.org\/meetings\/mathfest-2017\">MAA\u00a0MathFest<\/a> titled \u201cReady for redistricting 2020?\u201d and, then, spent an exhilarating week at Tufts at the <a href=\"https:\/\/sites.tufts.edu\/gerrymandr\/\">Geometry of Redistricting Workshop<\/a>. This workshop was organized and hosted by the <a href=\"https:\/\/sites.tufts.edu\/gerrymandr\/\">Metric Geometry and Gerrymandering Group<\/a>, a Boston-based team of mathematicians run by <a href=\"http:\/\/mduchin.math.tufts.edu\/\">Moon Duchin<\/a>\u00a0of Tufts University. The team did an extraordinary, amazing, marvelous, phenomenal (your choice of superlative adjective) job of organizing the five-day event. The logistics were complicated. We ranged in age, and we work in academia, at law firms, in the private sector, and for non-profits. [At left is <a href=\"https:\/\/www.azavea.com\/about\/teammate\/robert-cheetham\/\">Robert Cheetham<\/a>, President and CEO of <a href=\"https:\/\/www.azavea.com\/\">Azavea<\/a>, talking about their product <a href=\"http:\/\/www.districtbuilder.org\/\">DistrictBuilder<\/a>.]<\/p>\n<p>The Tufts workshop is getting great coverage from media, including from Boston\u2019s NPR news station <a href=\"http:\/\/www.wbur.org\/hereandnow\/2017\/08\/08\/gerrymandering-geometry\">WBUR<\/a> and the <a href=\"http:\/\/www.newyorker.com\/\"><em>New Yorker<\/em><\/a> in an <a href=\"http:\/\/www.newyorker.com\/tech\/elements\/a-summer-school-for-mathematicians-fed-up-with-gerrymandering\">article<\/a> by <a href=\"http:\/\/www.newyorker.com\/contributors\/dawn-chan\">Dawn Chan<\/a>.<\/p>\n<p>As the workshop <a href=\"https:\/\/sites.tufts.edu\/gerrymandr\/about-the-august-workshop\/\">website<\/a> says, the first three days were open to the public, and the last two were spent in specialized training (a teaching track, a computing track, and an expert witness training track). The public days were filled with morning lectures and afternoon deep delves into topics ranging from computational, to social, to mathematical, to legal.<\/p>\n<p>The morning sessions the first three days were so popular that they were held at the <a href=\"http:\/\/somervilletheatre.com\/\">historic Somerville Theater<\/a> at nearby Davis Square. And, Moon had to clear us out of there immediately after our talks were over at 12:45 so that we did not hold up the early matinee viewing of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Dunkirk_(2017_film)\">Dunkirk<\/a> each day.<\/p>\n<p>So, <em>why<\/em> were we brought together? First, the next round of redistricting will commence soon after the decennial <a href=\"https:\/\/www.census.gov\/\">census<\/a> and subsequent <a href=\"http:\/\/www.ams.org\/samplings\/feature-column\/fcarc-apportion1\">reapportionment<\/a> of Congress. Second, the <a href=\"http:\/\/www.scotusblog.com\/case-files\/cases\/gill-v-whitford\/\">Supreme Court<\/a> has announced that it will consider whether or not Wisconsin\u2019s congressional maps have been gerrymandered on partisan grounds. Both are BIG deals.<\/p>\n<p>Advocates in Washington are <a href=\"http:\/\/thehill.com\/blogs\/pundits-blog\/the-administration\/322503-penny-wise-pound-foolish-2020-census-needs-funding-now\">concerned<\/a> about the upcoming census\u00a0\u2013 the President\u2019s proposed FY18 budget includes a 2% increase in Census Bureau funding, considered \u201cwoefully inadequate\u201d to enable the bureau to prepare for the 2020 census. <a href=\"https:\/\/www.cbpp.org\/blog\/trump-budget-continues-squeezing-ndd-programs-with-unmet-needs\">Previous increases<\/a> in the eighth year of the ten-year census cycle have ranged from 61 to 96%.<\/p>\n<p>Why are Wisconsin maps under scrutiny? In 2012, Republicans won 60 out of 99 seats in the State Assembly while only receiving 48.6% of the statewide vote. Justice Ruth Bader Ginsberg has said that this is the <a href=\"http:\/\/www.huffingtonpost.com\/entry\/ruth-bader-ginsburg-gerrymandering_us_59736a9de4b00e4363dfd3c8\">most important case<\/a> the court will hear next term. Indeed, if the Wisconsin map is found to be unconstitutional on the partisan argument, partisan map-drawers\u2019 hands will be tied in the next round of redistricting following the 2020 census.<\/p>\n<p>Of course, I wouldn\u2019t be writing this if mathematics were not relevant and, indeed, redistricting uses a lot of math. Measures of compactness are by now considered traditional for detecting gerrymandering (though not agreed-upon nor well-understood); the newish <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=2457468\">efficiency gap<\/a> is a central character in the Wisconsin drama; and computer simulations (to generate lots and lots of maps that could be used) are being used and developed, and may point the way to some future clarity for measuring partisan bias in the redistricting process.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div>","protected":false},"excerpt":{"rendered":"<p>My past few weeks have been filled with thoughts of redistricting \u2013 I gave a talk at MAA\u00a0MathFest titled \u201cReady for redistricting 2020?\u201d and, then, spent an exhilarating week at Tufts at the Geometry of Redistricting Workshop.
