Here is a quick overview of some highlights for the math community.<\/span><\/p>\n<p><b><span style=\"font-size: 12.0pt\">Legislation<\/span><\/b><\/p>\n<p><span style=\"font-size: 12.0pt\">President Joe Biden signed a \\$1.9 trillion <\/span><a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/1319\/text?r=1&amp;s=3\"><span style=\"font-size: 12.0pt;color: #006599\">pandemic response package<\/span><\/a> <span style=\"font-size: 12.0pt\">into law on March 11. The American Rescue Plan Act of 2021 focuses on public health and economic stimulus measures. It also contains some funding for research, including \\$<\/span><span style=\"font-size: 12.0pt\">600 million for the NSF to \u201cfund or extend new and existing research grants, cooperative agreements, scholarships, fellowships, and apprenticeships, and related administrative expenses to prevent, prepare for, and respond to coronavirus.\u201d The NSF provision appears on page 108 of the 242-page bill.<\/span><\/p>\n<p><span style=\"font-size: 12.0pt\">The American Rescue Plan Act of 2021 also provides \\$40 billion in general relief for higher education institutions. This is <\/span><a href=\"https:\/\/aip-info.org\/1ZJN-7ADEB-OSSKKP-4DPLSJ-1\/c.aspx\"><span style=\"font-size: 12.0pt\">far less than is needed<\/span><\/a><span style=\"font-size: 12.0pt\">, as determined by a group of university associations in a recent letter to Congressional leaders. <\/span><\/p>\n<p><span style=\"font-size: 12.0pt\">The amount in that bill was not nearly what is required for the academic research community, and does not address research disruptions not directly related to coronavirus research. We continue to push Congress to provide additional research recovery funding, as proposed in the <\/span><a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/869?q=%7B%22search%22%3A%5B%22Research+Investment+to+Spark+the+Economy%22%5D%7D&amp;s=1&amp;r=1\"><span style=\"font-size: 12.0pt;color: #006599\">Research Investment to Spark the Economy (RISE) Act<\/span><\/a><span style=\"font-size: 12.0pt;color: #333333\"> and the <\/span><a href=\"https:\/\/blogs.ams.org\/capitalcurrents\/2021\/01\/11\/its-a-new-day-in-washington-demographics-of-the-new-members-of-congress-some-early-legislation-to-help-science\/\"><span style=\"font-size: 12.0pt;color: #006599\">Supporting Early-Career Researchers Act.<\/span><\/a> <span style=\"font-size: 12.0pt\">These are bipartisan efforts, and are important for the math community. <\/span><a href=\"http:\/\/www.ams.org\/government\/getinvolved-dc#\/\"><span style=\"font-size: 12.0pt\">You can \u201cTake Action\u201d now <\/span><\/a><span style=\"font-size: 12.0pt\">by asking your Congressional delegation to support these bills. <\/span><\/p>\n<p><span style=\"font-size: 12.0pt\">The RISE Act, should it become law, provides the NSF with an additional \\$3 billion to support <span style=\"background: white\">non-COVID-related research impacted by the pandemic<\/span>. <\/span><\/p>\n<p><span style=\"font-size: 12.0pt\">The Supporting Early-Career Researchers Act is very targeted and <\/span><span style=\"font-size: 12.0pt\">would give funds to the NSF to support over 3000 new postdoctoral fellows over the next few years, to help bridge the gap for new PhDs during this terrible job market. During a hearing on this bill last week, Committee Ranking Member Frank Lucas (OK 3) stated that faculty openings in the sciences have decreased by more than 70% since 2019. As you may know, the<\/span><a href=\"https:\/\/www.nationalacademies.org\/news\/2021\/03\/emerging-evidence-indicates-covid-19-pandemic-has-negatively-impacted-women-in-academic-stemm-fields-endangering-progress-made-in-recent-years?utm_medium=email&amp;utm_source=FYI&amp;dm_i=1ZJN,7ADEB,OSSKKP,TJZ2X,1\"><span style=\"font-size: 12.0pt\"> pandemic is particularly affecting the work of women i<\/span><\/a><span style=\"font-size: 12.0pt\">n the STEM fields; the Senate version of the bill specifically requires this funding help those most adversely affected, including women, faculty of color, and faculty at minority serving institutions. The AMS has endorsed the Supporting Early-Career Researchers Act\u2014both the <\/span><a href=\"https:\/\/science.house.gov\/markups\/full-committee-markup-of-hr-144\"><span style=\"font-size: 12.0pt\">House version<\/span><\/a><span style=\"font-size: 12.0pt\"> and the <\/span><a href=\"https:\/\/www.blumenthal.senate.gov\/newsroom\/press\/release\/blumenthal-leads-bill-to-support-young-scientists-and-prevent-the-loss-of-research-talent-during_beyond-the-pandemic\"><span style=\"font-size: 12.0pt\">Senate version<\/span><\/a><span style=\"font-size: 12.0pt\">.<\/span><\/p>\n<p style=\"text-align: left\"><em><span style=\"font-size: 12.0pt\">If you haven\u2019t used the <\/span><a href=\"http:\/\/www.ams.org\/government\/getinvolved-dc#\/\"><span style=\"font-size: 12.0pt\">AMS Take Action tool<\/span><\/a><span style=\"font-size: 12.0pt\"> before, it only takes a minute or so. These two appear first and second on that page, and are not math-specific, so please feel free to share with other scientists at your university.<\/span><\/em><\/p>\n<p><b><span style=\"font-size: 12.0pt\">New congressional leaders charged with NSF oversight<\/span><\/b><\/p>\n<p><span style=\"font-size: 12.0pt\">Also in Congress, the House and Senate have both now finalized their committees\u2019 structures and membership. This task was more complicated in the Senate, because for the first time in six years, the Democrats have control. Some of what follows is an update to<\/span><a href=\"https:\/\/blogs.ams.org\/capitalcurrents\/2019\/02\/16\/which-members-of-congress-have-a-say-over-the-nsf\/\"><span style=\"font-size: 12.0pt\"> my post at the start of the 116<sup>th<\/sup> Congress<\/span><\/a><span style=\"font-size: 12.0pt;color: #333333\">, <\/span><span style=\"font-size: 12.0pt\">and that post gives more information about committee structure in Congress. <\/span><\/p>\n<p><span style=\"font-size: 12.0pt;background: white\">For the NSF\u2014and in each of the House and Senate\u2014there is an \u201cappropriations\u201d committee and an \u201cauthorization\u201d committee. The determined authorization committee provides guidance about how the NSF spends and manages the amount given the NSF by the determined \u201cappropriations\u201d committee. The <\/span><a href=\"https:\/\/appropriations.house.gov\/subcommittees\/commerce-justice-science-and-related-agencies-117th-congress\"><span style=\"font-size: 12.0pt;background: white\">House<\/span><\/a><span style=\"font-size: 12.0pt;color: #333333;background: white\"> and <\/span><a href=\"https:\/\/www.appropriations.senate.gov\/subcommittees\/commerce-justice-science-and-related-agencies\"><span style=\"font-size: 12.0pt;background: white\">Senate<\/span><\/a> <span style=\"font-size: 12.0pt;background: white\">appropriators responsible for determining how much the NSF gets each year are members of the respective (House or Senate) Subcommittee on Commerce, Justice, Science and Related Agencies. <\/span><\/p>\n<p><span style=\"font-size: 12.0pt;background: white\">While the Appropriations Committees in each of the House and Senate are the same in their names and subcommittee structure, this is not the case for the authorizing committees. The NSF authorizing committees are the <\/span><a href=\"https:\/\/science.house.gov\/\"><span style=\"font-size: 12.0pt;background: white\">House Committee on Science, Space, and Technology<\/span><\/a> <span style=\"font-size: 12.0pt;background: white\">(SST) and <span style=\"color: #333333\">the\u00a0<\/span><\/span><a href=\"https:\/\/www.commerce.senate.gov\/\"><span style=\"font-size: 12.0pt;background: white\">Senate Committee on Commerce, Science and Transportation<\/span><\/a> <span style=\"font-size: 12.0pt;background: white\">(CST). In the House, the SST\u2019s <\/span><a href=\"https:\/\/science.house.gov\/subcommittees\/research-and-technology-117th-congress\"><span style=\"font-size: 12.0pt;background: white\">Subcommittee on Research and Technology<\/span><\/a><span style=\"font-size: 12.0pt;color: #333333;background: white\">\u00a0<\/span><span style=\"font-size: 12.0pt;background: white\">holds jurisdiction over the NSF, as well as university research policy and all matters relating to STEM education. In the Senate it is the CST\u2019s <\/span><a href=\"https:\/\/www.commerce.senate.gov\/space-and-science-subcommittee\"><span style=\"font-size: 12.0pt;background: white\">Space and Science Subcommittee<\/span><\/a><span style=\"font-size: 12.0pt;color: black;background: white\">; this is a <\/span><a href=\"https:\/\/www.commerce.senate.gov\/2021\/2\/chair-cantwell-announces-subcommittee-leadership-for-the-117th-congress\"><span style=\"font-size: 12.0pt;background: white\">new subcommittee<\/span><\/a><span style=\"font-size: 12.0pt;color: black;background: white\"> and it has jurisdiction over the NSF and also NASA and NIST. Committee and subcommittee membership can be found at each link above. <\/span><\/p>\n<p><span style=\"font-size: 12.0pt;color: black;background: white\">I am always looking for mathematicians who have benefitted from NSF grants to collect stories.
